Step 1 Create a 400 x 400 document and with the Ellipse tool, create a 80 px diameter circle. Add a White & Black radial gradient. Next, turn your vector object into a bitmap: right-click and select > Flatten Selection (Convert to Bitmap).

Step 2 For the Second Circle, draw a circle 60x60 with the Oval Marquee Tool with 'Fixed Size' selected as shown. Center the second circle on the first one.

Step 3 Rotate by 180°: Modify > Transform > Rotate 180°.

Tip: Select Ctrl D to deselect the Marquee Tool

Step 4 And now a 1 pixel contraction: Select > Contract Marquee > 1px

Step 5 Last rotation: Modify > Transform > Rotate 180°
